The meeting was called to order at 7 PM by President Durachko.  In attendance were Hunter Robertson, Lon Beck, Dan Durachko, Keith Koch, Dave Felice, Doug Weidman, Melvin Shuey, Andy Richards, Tracey L. Besemer, Steve Dillon, Johnathan White, Ken Dishman, Andy Cobaugh, and Tom Canich.

Doug reports that he is processing membership applications and catching up with the backlog.  Cards will be mailed later this year.

Andy Cobaugh reports that he is working to transfer our DNS service for bellefontetrain.org to Google so we can cancel service with Webhostingpad.com.  This will complete our transition to Google's hosting service.  Domain registration costs $12/year via Google.  We received 1534 page views in the past month.  Acquisition of additional domain names, such as bhrs.net, bhrs.us, or bhrs.info, was discussed.

Andy Richards reports an opening balance of $30,915.35.  We received reimbursement from PennDOT for RDC work.  Our closing balance is $49,708.36.  Tom moved to accept the report, seconded by Doug.  The motion carried.

Keith provided two updates from the Borough.  
  1. An individual has been identified who will pay to relocate the freight house from the waterfront area to an area near the train station.  The final location has not yet been determined.  The freight house will be used to exhibit items.  The individual has a collection to display and we will also be allowed space for exhibits.
  2. The Borough is planning to require a park use permit at $20 per event.  At this time the details are not known and Keith will provide additional information as he learns it.
Michael Ziviello of Altoona Pipe and Steel visited the train station before the meeting and offered us a tour of the facility adjacent to the Altoona Railroaders museum.  His telephone number is 877-783-3571.

Andy C. and Andy R. visited RMS on April 1 to inspect the RDC.  The project is moving along and parts are being reassembled.  From their report:
  • Results of the engine compression testing are still pending.  
  • Options are also being considered for Type I glazing on the cabs, which require a thicker frame which may interfere with the controls or alter the external appearance of the car.  Polycarbonate glazing is being considered for doors.  
  • Ditch light mounting positions and paint schemes are being finalized.  
  • The springs on one truck will be replaced due to a crack in one spring and we'll have a set of springs as spares for the other truck.  
  • The buffer sills are damaged on on end and both ends need to be re-sleeved.  We are awaiting a cost from RMS as this work is outside our project scope.
  • The control stands are coming together.  A 3D model is to be printed for a repair casting which will be welded into place.
  • Sander repairs are about $6,000 (estimate), returning $10,000 to the project budget versus the original plans to restore the sander system.
We accepted RMS' bid at $341,000 to complete the work with $295,000 to be reimbursed by PennDOT.  We removed scope items to reduce the total cost to $325,000 including $25,000 in contingency funds for unforeseen repairs.  Our current cost with change orders is $311,000 which includes a partial paint job on the cab fronts and the letter board above the passenger compartment windows and transportation costs.  Keith moved to increase our out-of-pocket expenditures from $10,000 to $20,000, seconded by Doug.  The motion carried.

Paint scheme was discussed.  Painting is to be blue on the lower portion with a vinyl decal logo instead of painted logo.  Retro-reflective tape will be striped across the bottom in a chevron pattern.  The top will remain bare stainless steel.  Bellefonte Historical Railroad will be lettered along the sides above the windows.

The project has been extended to June per request by the contractor.  This is due to several delays in acquiring parts.

We expect a decision from the JRA this summer on the future operator of the railroad.  We discussed sending a letter in support of NSHR.  Andy R. motioned we send such a letter, seconded by Keith.  The motion carried.

Caboose work is still needed as are removal of the towers.  The Lemont Strawberry festival is coming up in June as is the NBER speeder run and the Lock Haven excursion.  July is our speeder event with the Lemont Arts festival.  Nick Rapak will be coordinating the Centre Gives campaign this May.

John Vicenti has submitted an application for membership and is interested in producing a newsletter.
